Jay Fisette discusses his path to political office and his experience as the first openly gay politician in Virginia. Jay first came to Washington D.C. after graduate school for a job with the federal government. While Jay mostly focuses on his political career, he also talks about gay life in Arlington and Northern Virginia. He got involved with the Arlington Gay and Lesbian Alliance in the 1980s. In the 1980s Jay began volunteering at the Whitman-Wlaker Clinic and would later become the director of the Northern Virginia clinic. Jay ran for the Arlington County Board in 1993 where he ran a close but unsuccessful campaign. In 1997 he ran again and became the first openly gay elected official in Virginia. Jay discusses how he ran his campaigns, including postcards and flyers that were distributed. Jay’s political career focused on environmental sustainability and economic development. Jay helped introduce the Capital Bikeshare program to Arlington; many of the facets of this program would later be adopted by Washington D.C. Jay decided not to run for Arlington County Board in 2017 and instead started a consulting firm with Roger Berliner called DMV Strategic Advisors. This consulting firm provided services to the private sector, nonprofits, and local governments in the region. In this interview, Louis Hughes, a native Baltimorean, recounts his experiences within DC’s African-American LGBTQ community during the 1970s and 1980s. Hughes, who came out in the mid-1970s, soon discovered Washington to be an exciting center of African-American gay life. Hughes joined many other Black Baltimoreans who were involved in gay activism and community life in DC. He routinely commuted to DC to dance at the famed ClubHouse, and discover innovative Black artists at the ENIKAlley Coffeehouse (such as Thurlow Tibbs and Essex Hemphill). He also served as co-chair of the National Black Coalition of Black Lesbians and Gays, organized the 1979 Third World Lesbian and Gay Conference, and advised Howard University’s pioneering gay-rights student organization Lambda Alliance. Later, he refocused his activism within Baltimore, working on a gay rights bill at the Baltimore City Council, and serving as a peer advisor at Morgan State University. Mary Jean Collins lead during the foundational years of the National Organization for Women (NOW) and as her time progressed in Washington, she found herself leading not just in the queer community, but in the city and the country as a whole. Motivated by her Catholic upbringing and her family’s strong values in grassroots activism, Collins grew up dedicated to working to better the community around her. Especially influenced by the Catholic nuns in her city, she came to NOW inspired by the fact that it was the first organization she had seen created and run by empowered women. Collins also talks about her experiences as a Lesbian during the late twentieth century, and the changes and developments she herself witnessed. Title A name given to the resource Eva Freund Papers (Series XXIII) Description An account of the resource Eva Freund arrived in Washington, DC in 1961, briefly hung out at the lesbian club Rendezvous (1 block over from the Gayety), and became an early member of the Mattachine Society of Washington. With Richard Schaeffer, she edited and distributed Mattachine's newsletter The Insiderin the late 1960s. Eva was involved with the fledgling Gay Activists Alliance in the early 70s. She discovered the National Organization of Women (NOW) at a feminist demonstration while living in Reading, PA in 1970. On her return to Washington, DC she joined NOW-DC and quickly became involved in its activities. With others, she founded the DC-NOW Sexuality Task Force. Shortly thereafter, she helped found Capitol Hill NOW and was its first president. In 1973, she became involved in the campaign to pass DC's first human rights act, Title 34, and testified before the DC Council in support of the act as a board member of the local NOW chapter. Recalls the period as one of "strong coalition between NOW and the gay community." In addition to copies of The Insider, her papers include an insightful account of life as a lesbian in the Mattachine Society of Washington, an account of lesbians in NOW. The papers also include her testimony (May 10, 1973) in support of Title 34 and subsequent testimony (June 7, 1973) supporting the addition of credit and finance protection to Title 34. The collection also includes the text of the Title 34 human rights act and an explanatory NOW pamphlet from 1973. The papers of David Aiken, gay activist, member of the Gay Liberation Front, and Washington, DC correspondent for The Advocate, include Eva Freund's 1974 testimony in support of adding sexual orientation to the Fairfax County human rights protections. At the time, Eva was employed by the county as a Manpower Planner. Eva Freund's remembrances of life in, and out of, Washington, D.C. have been preserved on one of the audiotapes in the Rainbow History Project's collection of oral histories. Shortly thereafter, she helped found Capitol Hill NOW and was its first president. In 1973, she became involved in the campaign to pass DC's first human rights act, Title 34, and testified before the DC Council in support of the act as a board member of the local NOW chapter. Recalls the period as one of "strong coalition between NOW and the gay community." In addition to copies of The Insider, her papers include an insightful account of life as a lesbian in the Mattachine Society of Washington, an account of lesbians in NOW. Title A name given to the resource David Aiken Papers (Series II) Description An account of the resource The collection includes many drafts of articles he had written on the issues confronting the LGBT community of the time. They are rough drafts, with typographical errors, handwritten notes and corrections, and numerous rewrites. They are also an important source for the events and issues of the period. His files also contain primary documents, leaflets, and notes of interviews connected with the articles he wrote. Aiken, a local gay activist, member at one time of the Gay Liberation Front and a resident of GLF House (1620 St St. NW), Washington correspondent for The Advocate, was also a member of the Stonewall Nation Media Collective which broadcast the Friends radio show on WGBT and WPFW radio for nine years. His broadcasts on Friends seem to have complemented many of the stories on which he worked. In the mid-Seventies, he chaired the Washington Area Gay Community Council. He also served as a founder of Black and White Men Together's DC chapter and edited its newsletter. The Aiken Articles David Aiken's drafts of articles he submitted to the Advocate and other publications in the 1970s document many of the local and national issues confronting the LGBTQ community of the period. Box# 13438 Baltimore, Maryland 21203 phone 235-HELP LEGAL ACTION COMMITTEE ACTIVITIES 1977 Delegate Bert Booth has announced that she will reintroduce her bill (last year's HB 1004) to ban anti-gay discrimination in employment by amending the Human Relations Code of Maryland, Article 49B. Last year, the bill was soundly defeated in the House Judiciary Committee after Maryland gay groups got off to a late start in their lobbying efforts. This year, work has begun earlier. Delegate Booth is working with BGA and law students at U. Md., among others, to prepare testimony and lobbying. The Legal Action Committee of BGA, in cooperation with local gay organizations, NGTF and GAA of D.C., is attempting to reach all areas of the state to organize letter-writing and personal lobbying. In addition, we are gathering evidence of discrimination and taking a survey of local employers to find their attitudes toward hiring gays. Support from local civic and professional groups has been solicited, and NOW will be helping to circulate literature. We have been fortunate in finding a contact person to distribute literature in Kent County, but we still need persons to write their representatives from the less urban sections of Maryland.
