Jay Fisette discusses his path to political office and his experience as the first openly gay politician in Virginia. Jay first came to Washington D.C. after graduate school for a job with the federal government. While Jay mostly focuses on his political career, he also talks about gay life in Arlington and Northern Virginia. He got involved with the Arlington Gay and Lesbian Alliance in the 1980s. In the 1980s Jay began volunteering at the Whitman-Wlaker Clinic and would later become the director of the Northern Virginia clinic. <br /><br />Jay ran for the Arlington County Board in 1993 where he ran a close but unsuccessful campaign. In 1997 he ran again and became the first openly gay elected official in Virginia. Jay discusses how he ran his campaigns, including postcards and flyers that were distributed. Jay’s political career focused on environmental sustainability and economic development. Jay helped introduce the Capital Bikeshare program to Arlington; many of the facets of this program would later be adopted by Washington D.C. Jay decided not to run for Arlington County Board in 2017 and instead started a consulting firm with Roger Berliner called DMV Strategic Advisors. This consulting firm provided services to the private sector, nonprofits, and local governments in the region. Yolanda Santiago is a Latina lesbian activist and the former president of ENLACE, an organization dedicated to supporting LGBT+ Latinos. In this interview, she reflects on her dual identity as both Latina and lesbian, and the ways that intersection shaped her experiences within the predominantly white LGBT+ community. She explains how the struggles and priorities of Latino LGBT+ people, such as immigration status, economic survival, and culturally rooted definitions of family, often differed significantly from those of white LGBT+ individuals. In this interview, she also discusses her leadership within ENLACE, including organizing community dances as acts of political power designed to demonstrate collective strength and demand recognition from both mainstream Latino institutions and the broader LGBTQ+ community. Under her guidance, ENLACE established critical services such as a national Latino gay and lesbian hotline and HIV/AIDS outreach programs. Lindsay McBride conducted diversity and sensitivity trainings in the 1990s for the Police Department and Fire Department in Washington D.C. The purpose of the trainings was to increase awareness and knowledge around the GLBT community. McBride describes the schedule of the trainings and the individuals who attended them. Additionally, McBride discusses the disconnect between the GLBT community and the Police and Fire Departments regarding the type of emergency response care provided to GLBT people. McBride outlines that the distrust GLBT people have of first responders came from serious incidents, but that from her perspective, most first responders who attended the trainings want to provide a high level of service to everybody while also following protocol. Jeff DiGregorio is a gay man from Arizona, where he resided along with his father who had taken up a career in the Air Force. In Jeff’s early 20s, he had taken up a career in architecture. He had originally been stationed in a department in Arizona but had received word of an opportunity in DC. Sadly, his carrer takes a turn when it is brough to his attention upon arrival that the department he wished to work for would not except him as the openly gay man his presented himself as. Jeff had been shocked by the way he had been treated because his gender identification had not been a problem at all back in Arizona. He grew concerned about how he would make a living. Eventually Jeff began making significant strides as far as aquainting himself with local gays and supporters of the LGBT community. While doing so he realized that it was time to stop trying to promote/help himself and start helping others who were like him. Jeff speaks to how Arlington Gay and Lesbian Alliance (AGLA) had opened his mind to many aspects of life/humanities, emphasizsing his appreciation for the transgender communtiy in particular as well. Bryan Dalton-1962-present. Bryan came to DC in the early 1980s to attend Georgetown’s School of Foreign Service, later joining the Foreign Service in 1987 and going on to serve in a number of posts around the world, including Mexico City, Taipei, Bangkok, Hanoi, Chennai, Romania, and Bulgaria. He began his career under the assumption that he should be in the closet professionally. Early on, however, he began singing with the Lesbian and Gay Chorus of Washington, and was introduced to other gay Foreign Service members, which proved helpful when in 1991 he came under investigation at work due to his sexual orientation. Though it was never explicitly outlawed or accepted in the Foreign Service and Dalton found a number of passive supporters among his straight colleagues, the theory at the time was that any gay person could easily be blackmailed if an unfriendly foreign element were to learn of their “lifestyle.” With the legal assistance of Frank Kameny, however, Bryan successfully argued that as he was out in all aspects of his life, he could not be blackmailed and therefore should be permitted to continue his service. He went on to cofound GLIFAA (Gays and Lesbians in Foreign Affairs Agencies) in 1992. GLIFAA struggled in the early years with gender inclusivity and maintaining a balance between social and political goals, but its advocacy led to a number of important strides, including the removal of sodomy as grounds for visa ineligibility and the inclusion of same-sex partners in Eligible Family Member Status. This allowed same-sex partners access to official visa sponsorship, flights to and from post, embassy medical facilities, and paid evacuation, but currently same-sex partners can only access federal health plans and pensions if legally married. Bryan also speaks about his parents’ extensive PFLAG involvement in the upper Midwest and his partner of 22 years’ role in their foreign posts in local GLBT activism and organizing gay pride parades and other events. Though he marvels that there are now 7 openly gay ambassadors serving around the world and that Randy Barry was just named Special Envoy to the State Department for the Rights of LGBT persons, Bryan believes the next step for the State Department would be to extend protections to LGBT foreign service nationals, to better integrate transgender employees and family members, and to extend rights and benefits to all partners regardless of legal status. He also speaks about local reactions to his sexual orientation in several of the countries he served in as well as the ways that DC’s neighborhoods and communities have changed since he first arrived in the late 80s, from specific neighborhoods where all gay establishments were located to one in which gay establishments are interspersed with straight venues. Title A name given to the resource Black & White Men Together (Series VII) Description An account of the resource In the early 1980’s, a group of men formed Black and White Men Together of Washington, DC (commonly referred to with the acronyms “BWMT” and "BWMT/DC"). It was “dedicated to principles of racial harmony” and served “as a support group for gays wishing to relate positively across racial and cultural divisions.” <br /><br />The organization was focused on having its membership, “socialize comfortably” and “respect and understand each other’s cultural heritage.” Another important aspect to BWMT’s constitution said that one purpose of the organization was “to defend human and civil rights secured by law by developing and carrying out programs directed at the elimination of discrimination based on race, ethnic heritage, or sexual orientation.” <br /><br />This collection contains the organizational records of the Washington, DC, chapter of Black and White Men Together. The records date from 1981-2003, with the bulk of the records falling between 1984 and 2000. The files are comprised of financial records, chapter and national organization activities, and the group’s newsletters, related to efforts to confront, and end, racism and discrimination in the gay community.
