Title A name given to the resource "Pushing the Envelope" Panel discussion Description An account of the resource Discussion of the origins, strategies, tactics, and legacies of four local direct-action groups: DC's Gay Liberation Front, the Lesbian Avengers, ACT-UP, and OUT. Lena Lett moderated. Bruce Pennington described the beginnings of DC's own Gay Liberation Front, its commune at 1620 S Street which offered a safe haven to gay youth and people living rough. Pennington described GLF's links with the Black Panthers and GLF's contribution to the founding of the Gay Men's VD Clinic, MCC, the Gay Switchboard, and Gay Men's Counseling Group. GLF's organizing materials for the first DC Gay Pride in 1972 illustrated GLF's role in that event. Cheryl Cort recalled the origins of DC's Lesbian Avengers in a DC-Baltimore collective. Cort offered insights into the Lesbian Avengers' philosphy of direct action and recalled zaps and other actions. Cort recalled the precise targeting and structuring of actions by the Avengers. Cheryl Spector spoke for OUT, recalled the 1980s direct action group that focused on AIDS issued. Spector detailed OUT's involvement in the creation of GLOV, safe sex workshops, and participation in actions against sodomy laws. Spector recalled, "the best moment was when the red paint went in the fountain at the Capitol." Wayne Turner traced the evolution of ACT-UP's DC chapters, noting that the 1987 March on Washington helped spread ACT-UP chapters. Turner noted, "I've always thought of ACT UP as Cassandra … in the forefront of predicting AIDS disaster and not being believed. Turner recalled a wide range of ACT Up actions including Ashes actions spreading the remains of people who died of AIDS on the White House lawn and the public open casket funeral for Steve Michaels in front of the White House. In closing Turner asserted "I don't want to see another generation go through what we went through; those were horrible times." 36 people attended. Description An account of the resource A two-day discussion of the artistic/intellectual currents of 1979 in the African-American LGBTQ community, bisexuality, and the creation of the National Coalition of Black Gays. Day One (25 May 2001). Panelists discussed the issues and events of 1979 for the African-American GLBT community, including carding issues, the Third World conference, the March on Washington and the creation of the DC Coalition and the National Coalition of Black Gays. Day Two (8 June 2001). Panelists discussed issues, organizations, and cultural developments for the Black gay and lesbian community. Dr Sheila Wise's film, "A Different Kind of Black Man" (2001) set the introspective tone for the evening, which was in many ways a continuation of the first session. Michelle Parkerson and ABilly S. Jones spoke of the issues in 1979 and their roles in the artistic and political events and of the meaning of the events then and now. In a deeply probing examination of past and present, Parkerson and Jones looked at 'namings', the emergence of Black gay and lesbian political participation and the founding of the DC Coalition and the National Coalition of Black Gays as vehicles for poltical expression. Jones recalled the April 1978 meeting at which 12 people from the region formed the Baltimore-DC Coalition of Black Gays. Parkerson and Jones both remarked on the positive feelings generated by the Third World Conference and the remarkable walk down Georgia Avenue on an October Sunday afternoon to join the 1979 March on Washington. Parkerson noted that "we saw our art as having political impact." Discussion of 1979 generated intense discussion between the panel and the audience on roles, 'naming', and future directions. Description An account of the resource In 1973, DC’s City Council adopted, and Mayor Walter Washington signed, the first citywide human rights ordinance, Title 34, which provided protection to gay, lesbian, bisexual, and transgendered individuals. Title 34 became the basis for subsequent suits and protests against discrimination. It was also innovative in ensuring women's eocnomic, financial and employment rights. Effective implementation of Title 34 over the years has entailed considerable effort by the GLBT community to ensure adequate funding and independence for the Office of Human Rights. Freund, Howell and Maccubbin each played prominent roles in the passage and subsequent implementation of Title 34. Freund discussed the campaign for passage of DC's first human rights law, Title 34; Howell focused on implementation of the law, issues before the Office of Human Rights, and Gay and Lesbian Activists Alliance's work to empower the OHR. In 1978 he received one of the first grants awarded to an openly gay artist dealing with gay subject matter from the District of Columbia's Commission on Arts and Humanities. Gaver was also the recipient of larger grants in 1981, 1986, and 1987, which enabled him to collaborate with colleagues as well as to document his performances using photographs and video/audio cassettes. In 1977 Gaver began writing sporadically for The Washington Blade; ten years later his book reviews would become a regular feature. In addition, Gaver wrote novels, essays, plays, poems and short stories, many of which were loosely autobiographical.
